    Kristina Frolova

Kristina is an Attorney-Advisor within the Office of Trade at CBP. She practices in the Entry Process & Duty Refunds Branch of Regulations & Rulings, issuing binding rulings and protest decisions on topics including AD/CVD, Foreign Trade Zones, and bonded movements. Kristina joined CBP from private practice in the fields of international commercial arbitration and employment law. Kristina is a graduate of George Washington University Law School, where she was a finalist in the Spanogle International Commercial Arbitration Competition, and a member of the International Law in Domestic Courts Journal.

    Joy Marie Virga

Joy is a graduate of American University Washington College of Law and Stony Brook University. Shortly after graduating law school she joined the office of Regulations and Rulings at CBP as an Attorney-Advisor. She works in the Valuation and Special Programs branch where she writes country of origin determinations and rulings on various valuation issues such as transfer pricing, royalties, first sale and more. Prior to her work at CBP, Joy interned at the Trade and NAFTA Office at the Mexican Embassy and assisted on a NAFTA Chapter 19 Panel. Additionally, she was an Articles Editor for the American University Business Law Review.

    Rebekah Kass

Rebekah is an Attorney-Advisor with the Penalties Branch within Regulations and Rulings. A graduate of Brooklyn Law School, she worked in private practice in Baltimore, Maryland before joining CBP at the end of 2016.

    George Samiotes

George is a graduate of Santa Clara University School of law and Boston College. He has been an Attorney-Advisor with the Office of Regulations and Rulings since 2017. He works within the Entry and Duty Refunds branch providing guidance on a variety of issues such as drawback, regulation of customs brokers, Foreign Trade Zones, Protests and Applications for Further review, temporary importations under bond, quotas, and questions regarding entry. Prior to joining CBP, George was a law clerk to the late Honorable Nicholas Tsoucalas and the Honorable Gary Katzmann at the U.S. Court of International Trade. George also worked in private practice before clerking.

    Robert Shervette

Robert is a graduate of the Indiana University-Bloomington School of Law and the Georgia Institute of Technology. He has been an Attorney-Advisor with the Office of Regulations and Rulings since 2009. He has worked in the Trade and Commercial Regulations branch and the Classification branch. He is currently in the Cargo Security, Carriers and Restricted Merchandise Branch providing guidance to the field, trade, and foreign and U.S. Government agencies on issues relating to the coastwise laws. Prior to his work at CBP, Robert was a Law Clerk for the Honorable Dennis W. Dohnal at the U.S. District Court for the Eastern District of Virginia in Richmond. Robert was the CLA President from 2012 until 2017.
